ยง 40-1.52 Projects and services eligible for State aid

(a) Projects and services approved in the municipal public health services plan and performed in accordance with Subpart 40-2 of this Part, are eligible for State aid reimbursement.

(b) Optional projects and services approved in the municipal public health services plan and the State aid application in accordance with Subpart 40-3 of this Part, and performed in a manner acceptable to the department, are eligible for State aid reimbursement.

(c) Allowable costs for public health services include the cost of personnel and operating expense, including equipment and space as approved in the plan and the State aid application.

(d) Public health services rendered under contracts with the municipality are eligible for State aid reimbursement if such contracts and the service to be provided are identified in the municipal public health services plan.

(e) The cost of maintaining and operating public health clinics is allowable for State aid reimbursement, provided that:

(1) clinic services are targeted to discrete populations at risk or conditions of public health significance and include diagnostic screening services, services for the maintenance of child health or the treatment of the ill child, services for the control of communicable or chronic diseases of public health significance, prenatal and postnatal services, family planning and immunization services;

(2) clinic services, when directly provided by the municipality, are under the general supervision of the local health official or agency;

(3) if clinic services are provided through a contract with the municipality, the contract is reviewed and approved by the commissioner or his designee;

(4) such clinic services are described in the approved public health services plan; and

(5) all provisions of the State Hospital Code as determined applicable by the commissioner are met.

(f) The cost of a medical examiner program is allowable when the medical examiner is under the supervision of the local commissioner of health or director of public health.

(g) Rent paid to a person, private agency or corporation or public agency or corporation other than the city or county that operates the health agency is eligible.

(h) The cost of maintenance of space in lieu of rent utilized for health agency purposes if such facility is owned by the same city or county that operates the health agency is eligible.

(i) The cost of the following activities related to emergency medical services is eligible:

(1) coordination of emergency medical services program activities and training programs where such coordination is specifically identified in the municipal public health services plan and approved by the commissioner;

(2) one third of the cost of hardware and software purchased for implementation of computer-aided dispatch function;

(3) replacement of radio consoles used for central dispatch of ambulances and emergency response; and

(4) the cost of training hospital personnel in the use of radio consoles when such training is approved in advance by the department.
